From what I experienced in my first couple hundred hours was that even if you do fail a settlement (which for me was always related to minutemen quests) quest it will come back even if its not the same exact quest (ghouls or mirelurks instead of raiders for example).
You can fail the test This is the whole point, if you fail the test they consider you a synth. But their reaction will always be the same to you because they work under cover. They'll always invite you in and watch you closely. And watch you even more closely if you failed. Until they can kidnap you and torture you.

I've been trying to fail the safe test. Since Synths are made to be nice, I tried to give the nice answers. This play, I picked the wicked answers. SS was let in the door as usual, but all the people and turrets opened fired. So, there is way to fail it!

1 Answer. Yes. If you scrap a locked safe the contents of that safe are then transferred to your workshop, negating the need to unlock the safe. Yes you would, but in no case was I able to scrap a safe until it was picked first. The safe outline does not highlight until it's unlocked.
